How do I install swivels on my 30 30 Marlin rifle? - marlin 30.30

I want to put a harness on my 30 30 Marlin rifle. I see a picture of them on a website. It resembles a rotating magnetic tube and the other in the action. The reverse seems to have problems with it? My people have what looks like a plastic cap, perhaps? My question is that I pre-drill this area do, and rotates the thread? Thank you!
